Board Meeting

July 24, 2001





  1. The meeting was called to order at 7:15 p.m.


  1. The following Board members were present: Dale Prior, Russ Stocek, John Ross, and Allen Revenig. Board members Lynn Martin, Rod Moore, Shawn Martin, Sherry Rosenlund, Jim Nold, and Brent Beardall were not in attendance.  Homeowner Rick Heinz observed the meeting. We did not have a quorum.


  1. The minutes were read by Dale Prior and were unanimously approved.


  1. Fire Dist #40 Report: Fred Heistuman explained to the group some of the programs that the fire department has to help people. Inspections, public education. They respond to 2,500 alarms per year supporting full service operations. 5-10 minute response time and no charge for false alarms. Reminded all that in dry years such as this you need to keep a defensible space around your home. Bushes and trees need to be kept away. Reported no problems on the 4th of July and there is a burn ban in effect at this time. The fire department will also swing through our neighborhoods to check for proper clearance for the truck (No Parking on the street) See Covenants and basically check out area.


  1. No report from King County Sheriff


  1. Treasurer’s Report (none) Dale Prior reported that Brent Beardall is working on getting a post office box at the post office.


  1. Architectural Report: John Ross brought a letter to distribute to the homeowners reminding them of the covenants. Will review at next meeting. Will try to utilize the architectural form in the Fairwood Flyer for submitting proposals.


  1. Community Relations Report: Dale Prior reported that the Fairwood Flyer newspaper is set up but something went wrong at the post office delivery. We are working with Mary Lou Salomon to correct the problem. Sherry Rosenlund has contacted other associations re updates on homeowners moving in and out.


  1. Social Committee Report: A community garage sale is planned for weekend of August 17th. Leslie Castanha is the organizer and will be making flyers for the neighborhood. Rod Moore is planning a Labor Day party at the gazebo. Anyone interested in helping can call Rod at 425-450-2642. Russ Stocek will be setting up the Golf Day. Rod Moore also suggested and will replace the basketball net at the sportcourt.


  1. Landscaping Report: Dale Prior reported that Shawn Martin had worked on the irrigation systems at both the Gables and Woodward. Both systems seem to be functioning well. Shawn is also working on getting garbage cans for the tot park, gazebo and the sportcourt.


  1. 140th Construction Report: Read letter from the county explaining that the entryway at the Gables should be getting straightened out towards the end of the month. Please take care when turning left into the Gables, oncoming traffic is hard to see. And when exiting Woodward make sure the traffic is stopped before proceeding into the intersection, many people don’t stop at the light when it is red.


  1. Security Report: Allen Revenig reported on his research of this subject. It doesn’t appear that a security patrol is needed in our area at this time. Had discussion about blockwatch programs and neighbors helping neighbors. Possible lock gate and video surveillance of the entryways was suggestions.


  1. New Business: John Ross suggested that the names and e-mail addresses of the board members be posted on our website.

Allen Revenig suggested curbside numbers. The fire department had said that they don’t like these because cars park over them. It is better to have a contrast color behind the numbers on your house.

Rick Heinz suggested taking a look at the plans for the landscaping of the

Mountain. The plans show very little landscaping at our entryways and none for the mountain. Dale Prior suggested that Rick get with Jim Nold and Shawn Martin to work on the county to see what can be done to improve the plans for our entryways and the hillside.  Dale Prior suggested the need for a legal person on as needed basis. The board concurred. Will be taking resumes through the next month looking for a person for this.


Meeting was adjourned at 9:15 p.m.


Next meeting will be August 28th at 7:00p.m. At Nativity Lutheran church.

  1. The meeting was called to order at 7:10 p.m.


  1. The following Board members were present:Dale Prior, Russ Stocek, Lynn Martin, Rod Moore, Shawn Martin, John Ross, Sherry Rosenlund, Allen Revenig.  Board members Jim Nold, and Brent Beardall were not in attendance.  Homeowner David Shorr observed the meeting


  1. The minutes from the Annual Meeting were read and unanimously approved by the Board.


  1. The June 2001 financial statement was reviewed and unanimously approved by the Board.Shawn Martin recommended that association funds be moved to an interest-bearing account.  The Board concurred with the proposal.


  1. Dale Prior recommended that the Association mailbox be moved to a U.S. Postal Service box, to allow for extended hours pickup.The Board concurred with the proposal.


  1. Dale Prior announced proposed Board member positions.The following positions were approved by the Board, with one dissenting vote.

  4. Lynn Martin – Secretary
  5. Rod Moore – Social Committee Chairman

  1. David Shorr recommended that a reminder notice be given to the homeowners concerning the requirement to submit plans to the Board (Architectural Committee) for any major building project.


  1. Sherry Rosenlund recommended that a reminder also be given regarding the prohibition of parking on the street.


  1. Responsibilities for each of the Board positions were discussed.


  1. President – Chair meetings.Ensure Board commitments and tasks are completed.
  2. Vice President – Fill in during the absence of the President.Provide input at all Board meetings.
  3. Treasurer – Maintain financial records for association, providing monthly updates to the Board.Ensure all financial obligations are met in a timely manner.
  4. Social Committee Chairman – Coordinate all social events, neighborhood beautification events.
  5. Community Relations Liaison – Establish “welcome” packages for newly arrived homeowners.Monitor homeowner sales, and contact the Treasurer to ensure association dues are current at closing.  Establish departure communication for homeowners who are moving.
  6. Architectural Committee Chairman – Ensure all submission are brought to the Board for decision on a monthly basis.
  7. Landscaping Committee Chairman – Will be responsible for all common properties.Will monitor landscaping contractors.


  1. Dale Prior proposed that all association expenditures in excess of $100 be first approved by the Board.The motion was seconded and unanimously approved.


  1. Neither representative from Fire District 40 or King County Sheriff’s Department were in attendance.


  1. Old Business


  1. Dale Prior stated that he would contact Jim Nold about the 140th Way Construction Project.
  2. Homeowner David Shorr provided two concerns to be addressed with the county with regard to the 140th Way construction.  He stated that the current configuration of the entrance to the Gables is extremely dangerous.  When traveling uphill toward Fairwood, drivers making a left turn into the Gables cannot see oncoming traffic.  Mr. Shorr also indicated that the homes at 14100, 14106 and 14112 – 154th Place have had their lawns and sidewalks damaged by construction.  Lynn Martin recommended that a letter be sent to the county before the next Board meeting, expressing the Association’s concerns.
  3. John Ross brought plans before the board, submitted by Jeff and Diane Lewis, for the construction of a playhouse in the back yard.John Ross and Allen Revenig will contact the homeowners on either side of the property to confirm that there is no objection to the construction.  Under the condition that neither neighboring homeowner objects, the Board unanimously approved the construction.
  4. Dale Prior indicated that he had done some initial pricing of trashcans for the Sport Court and the Gazebo.Shawn Martin agreed follow-up on the proposal and make recommendations to the Board at the July meeting.
  5. Dale Prior indicated that he had posted “no trespassing” signs around the Gazebo.A discussion ensued regarding the current location and usage of the Gazebo.  It was recommended that a social event be held at the Gazebo to encourage homeowners to become familiar with and use the area.


  1. New Business


  1. It was reported to the Board that the Tot Lot is being watered too heavily.Shawn Martin indicated he would correct the problem.
  2. Dale Prior proposed that the monthly minutes and notices to homeowners be published in the Fairwood Flyer.The monthly newspaper will be mailed to all homeowners with a cost to the Association of approximately $60 per month.  The Board unanimously approved the proposal.  Sherry Rosenlund will contact the paper to coordinate publication.
  3. Dale Prior advised the Board that the Association had been asked to consider participating in a contract with a local Security company to provide 24 hour security of the neighborhoods.Such a contract will require approval by vote of the homeowners.  Allen Revenig agreed to contact the Security Liaisons for neighboring homeowner associations to obtain additional details and report back to the Board at the next meeting.
  4. Dale Prior proposed a neighborhood “Golf Day” as a social event.
  5. It was noted that the website for the Association has changed in the past year.


  1. There being no further business before the Board, the meeting was adjourned at 8:40pm.

Annual Board Meeting Minutes

May 31, 2001


Current Board Members Present:  Rod Moore, Dale Prior, Brent Beardall, and Lynn Martin


  1. The meeting was called to order at 7:00pm by Rod Moore.


  1. Brent Beardall briefed the 2000 Budget actuals and the projected 2001 Budget.  Do to a decrease in landscaping costs, the association has built up a fund to be maintained for unexpected costs and in anticipation of increased energy and water costs.  There will not be a requirement to vote on an increase in dues for 2001.  There are still a few remaining properties that are not current on their dues, and the board will pursue collection and/or legal steps as appropriate.


  1. Rod Moore indicated that landscaping maintenance was ongoing and that he recommended the area around the Woodward sport court be rebarked.  A homeowner recommended that instead of bark and plants, the area should be redone in grass to provide ease of maintenance and a better play area.


  1. A vote was held for new board members.  The current board members encouraged increased homeowner participation, to include an active Architectural Committee and Landscaping Committee.  A homeowner suggested that better organization and advanced notice of board meetings would likely improve participation.


  1. The following individuals were elected, subject to their agreement to serve.  Board positions will be determined at the next monthly board meeting.  Monthly board meeting will be held on the 4th Tuesday of each month at the Lutheran Nativity Church in Fairwood.  Homeowners are invited to attend.

  1. New Business


    1. Neighborhood garage sale days was discussed.  Dale Prior indicated that there is a local newspaper publication that should be considered for passing Homeowners Association information to all members.  That publication could also be used for announcements such as garage sale days.
    2. Rod Moore announced that he would again be coordinating a 4th of July neighborhood social event at the Sport Court.
    3. A homeowner requested a contact number for a construction representative to deal with problems concerning the construction project for widening 140th way.  For efficiency sake, it was agreed that there should be 1 or 2 Homeowners Association representative who will act as liaison with the construction project supervisors/management.  Liaisons will be designated at the next monthly board meeting.
    4. Jim Nold briefed that the construction on the lower end had been held up due to a lack of proper permits for working in designated wetlands.
    5. There was significant homeowner concern about the construction at the entrance to the Gables, which creates difficulty for vehicles, but more importantly is a safety hazard due to the lack of visibility of oncoming cars.
    6. There was extensive discussion about the final landscaping to be performed by the county at the completion of the widening.  Rod Moore has a copy of the entire plan and invited all members to view it.
    7. Approximate 6 months prior to planned completion of the project, a letter will be sent to the county addressing all landscaping concerns and requests.
    8. The board committed to obtaining the proper address of the county construction representative and sending a letter in the near term representing the concerns of the homeowners association with regard to the Gables entrance, landscaping on the hill, and the pathway between the two developments.
    9. A discussion ensued about the ongoing problems with the Gazebo.  Proposals included building up the sides of the pathway and adding rock, as well as installing permanent/fixed garbage cans at both the Gazebo ,Tot Park and the Sport Court.  Concerns were expressed about ensuring proper trash pickup for those locations.


  1. Homeowners in attendance were again invited to attend the next board meeting, to be held on the 4th Tuesday in June at the same location.


  1. There being no further new business, the meeting was adjourned.
