Elliott Farm Homeowner’s Association
August 24, 2004
The meeting was called to order at: 7:10 pm by President, Rick Heinz
Board members present: Rick Heinz, Shawn Hutchinson and Rob Wick.
Also present: Joy Church and homeowners John and Becky Wruble
July 27th Minutes were read by Rick and approved.
Fire District #40 Report: Battalion Chief Bob Jensen discussed the upcoming CERT class and the importance of residence taking the time to get educated about disasters. If a major disaster were to hit our area it is highly likely that our law enforcement and fire department will be overwhelmed with calls. The next CERT class starts on September 7th. Also, even with all the recent rain we have been experiencing our area is still very dry so we still need to be fire cautious.
King County Sheriff’s Report: Did not attend.
Financial Report, Joy Church: The board is still working on the 2005 budget. The board is also trying to determine how much money they need to have in reserve for those unplanned events. Rick will be checking with other HOAs in the area to see how they operate. The reason behind this is tied to the decision on whether to raise our dues in order to build up our reserve. We are trying to avoid the situation of having to issue a special assessment in the future.
Landscape Report (Rob Wick):
Rob walked the property with the landscapers this week. He pointed out some unfinished work (Barking, new sprinkler line and some sod around the picnic table pad.) The crew chief said the unfinished work will be completed ASAP.
Rob also discussed drainage problem at the tot lot with the landscapers. Every year we end up with areas that get very soggy due to poor drainage. There will be further discussion on some solutions.
Rob is also asking the crew to step up their general landscape maintenance of the property.
Rob will be meeting with High Ridge to discuss the dead trees at the Woodward entry.
Architectural Control Report (Shawn Hutchinson):
Received 1 new request for a satellite dish.
Thank you letters will be sent out to homeowners that resolved their infractions.
A 3rd letter will be sent for the following fraction:
- Patio roof plan was not submitted for approval & does not meet CC&Rs
Thanks to everyone that has submitted project plans and thanks to everyone who addressed their compliance infractions.
Note: Regarding windows and window covering please be aware of this item in our CC&Rs. 3.5.15 Window Coverings. Curtains, drapes, blinds or valances shall be installed on all windows within ninety (90) days of occupancy. No newspapers, bed sheets or other makeshift window coverings shall be visible from the exterior of the Structure.
Community Relations & Social Committee Report:
Sherry was not present. The real estate market is moving fast this summer. Several homes have sold and we will be welcoming lots new neighbors. Please make them feel welcomed!
Social Committee Report:
Rick will be checking to see if Rod and Carin Moore will be heading up our Halloween activities this year.
Block Watch Report:
Nothing new to report.
Fairwood Task Force (John Wruble):
John reported that the task force has been busy. There will be a public meeting August 26th at Fairwood Country Club at 7:00pm.
(The purpose of this group is to collect and disseminate information on the process, advantages and disadvantages for both annexation and incorporation.)
Process for carrying over liens: Shawn continues to work with the attorney on the process, time frame for collection of lien and interest. Shawn will be sending out an email with a draft proposal to the board.
Tract N rezoning: Dale is still working this and will hopefully have the paperwork turn into the county by September.
Election notice letters were sent out and we are still looking for a few more nominees to fill the 3 upcoming vacancies.
Adopt-a-road, planting: Rick is still working with the county for more trees and bushes to plant on the 140th fence line.
Architectural control should adopt rule: Fences are not to be painted and stains must be approved. Unanimously approved by the board. This will need to be documented in our Rules and Regs.
Equipment maintenance: The board will adopt Tot-Lot and Sport Court equipment maintenance to the annual calendar.
The county has installed our adopt-a-road sign along 140th.
The board discussed having a raffle at the annual meeting to entice better attendance by the homeowners.
Rick needs to also call the church to reserve the sanctuary for the annual meeting.
Rick also needs to draft up annual meeting notice along with list of board nominees.
