Board of Directors Meeting

April 27, 2010



John Wruble called the meeting to order at 7:08 pm.


Board members present were Jeri Martin, Scott Paul, John Wruble and Laurie Wu.  Also present were Joy Church (bookkeeper), Bruce King and Becky Wruble.  Last month’s minutes were read and approved.


King County Sheriff’s Report:  There was no report this month.  Fairwood crime statistics will be posted on the EFHOA website.


Fire District 40 Report:  Shawn Mendenhall of the Renton Fire Department representing FD40 reported no unusual activity last month.  Mark Peterson was appointed Renton Fire Chief replacing Chief Daniels.  The aid car continues at Station 17.  Extra coverage is anticipated for July 4.


Financial Report:  Joy Church reviewed financials with the board.  2010 HOA dues are continuing to come in.  Late charges will be assessed on those not paid.  We discussed placing liens on four homeowners.  John Wruble is to contact lawyer to start lien process.


Landscaping Report:  Scott Paul reported that aerating and overseeding on Tot Lot (by groundskeepers) and thatching (by HOA/Scott Paul) were completed.  Trash is being picked up.


It was reported to the board that a homeowner’s landscaping service had used a common area to dump yard waste.  If this continues action will be taken with the homeowner.


Thatching and aerating event sponsored by the HOA was a success with approximately 20 participants.  Thanks to Scott Paul for planning and managing.


Light sensor at Gables entrance was replaced by John Wruble.  John will check for a higher wattage replacement.


Architectural Control:  Jeri Martin reported there was one submission during April to cut down a tree where roots had wrapped around the water line and meter causing a break in the line.  All homeowners are advised to check if trees have been planted near their water meters and review water bills for higher than normal water usage (contact EFHOA Board if any questions).


The mailing went out to homeowners reminding us of our responsibilities for maintaining our property.  ACC and Landscape heads will tour neighborhoods to provide report card for homeowners out of compliance.


A homeowner presented submission to install retaining wall / landscape front yard.  Discussion ensued; homeowner was asked to provide additional detail and samples.


Old Business:

Work is continuing on the bus shelter project.  Linda North previously provided pictures of sample shelters.  One homeowner registered concern about the possible Gables shelter location on 140th Way.


Mail stations were installed and keys issued.  If you have questions or problems regarding mail boxes or keys please contact the board.  Thanks to Dale for his vision and efforts on this project.  Additional thanks to Linda and Becky Ruble for helping manage communication and key distribution.


A location near the tot lot for the snow removal supplies box was chosen.  It will be assembled and placed in the coming weeks by John and Becky.


Spring cleanup of 140th Way between Gables and Woodward was held on April 24 from 8 am to noon.  In addition, blackberry bushes were trimmed away from the backside of the fencing near the monument.  Pizza, cookies and drinks were served afterwards at the tot lot.  Thanks to the volunteers including Cile Hamilton, Nancy Handeland, Sergey Kozarezova, Jeri, Riley, Nate and Lance Martin, Mishell and Allie Postma, Dale Prior, John & Becky Wruble and Laurie and Elijah Wu.  Special thanks to Laurie for arranging the post-cleanup lunch and to Dale for providing the cones, weed trimmer and truck.


John has located a signed copy of the CC&R’s and will scan in / provide to HOA lawyer.


New Business:

Fencing south of the Gables monument along 140th Way needs repair or replacement.


Possibility of work on the gazebo sometime this summer was discussed.


Renton annexation vote scheduled for November.  It has been reported by multiple residents that (Renton) 6% city taxes are being charged by certain utilities (primarily cell phone services).  As Elliott Farm is located in unincorporated King County, city taxes do not apply.  You can contact the utility to have it reversed retroactively.


The meeting was adjourned at 8:46 pm.


Next Meeting:  The next board meeting will be at the Nativity Lutheran Church on Tuesday, May 25, 2010 at 7:00 pm.  Residents are encouraged to attend.
